01 – Introduction
1 – Chapter One: Opportunity
This chapter presents Buffalo’s stormwater and green infrastructure goals and some background context for understanding our city and 6 priority basins.
This section provides the preliminary reconnaissance work in the 6 priority basins where Buffalo Sewer will focus green infrastructure investments over the next several years.
CSO Basin 14 is located in the Central Business District and includes much of the downtown Buffalo area.
CSO Basin 26 includes the Broadway-Fillmore, Lovejoy, Emerson, Seneca-Babcock, Genesee Moselle and MLK Park neighborhoods.
CSO Basin 27 includes part of Kaisertown, the Valley, and Lovejoy neighborhoods.
CSO Basin 28 is located in South Buffalo and includes areas just north of South Park.
CSO Basin 33 includes part of Schiller Park, Kaisertown and Lovejoy neighborhoods.
CSO Basin 53 includes the Masten Park, Cold Springs, Delavan-Grider, Kenfield, Hamlin Park and Genesee-Moselle neighborhoods.
2 – Chapter Two: Place
This chapter presents the types of green infrastructure and how they function within a green stormwater network. It includes discussion on Buffalo’s sewer system, green infrastructure practices and some initial approaches for implementation.
3 – Chapter Three: People
This chapter describes how community partners can help solve Buffalo’s stormwater challenge, gives some ideas for cultivating a community around green infrastructure and provides some of the tools Buffalo Sewer has developed for raising awareness and encouraging participation in green infrastructure projects.
4 – Chapter Four: Methods
This chapter describes the work Buffalo Sewer conducted and the methods used for the analysis that went into this report, including discussion on the Retrofit Reconnaissance Inventory, Tree Canopy Analysis, Equity Analysis, and engagement work.
Appendix A – Equity Index gives a detailed description of the equity index methodology
Appendix B – Community Profiles provides some information on different social, economic and environmental contexts throughout the six priority basins
Appendix C – Citywide Tree Canopy Analysis presents the methodology and some of the results from Buffalo Sewer’s analysis of tree planting opportunity
Appendix D – Economic Impact Analysis provides the results of an economic impact analysis for green infrastructure and identifies the potential employment sectors and opportunities for workforce development
Appendix E – Development Trends Analysis presents the results of an analysis of recent real estate development throughout the City of Buffalo to understand past, current and anticipated future capacity for green infrastructure work on private land.
